MONTGOMERY –Governor Robert Bentley on Tuesday declared a statewide State of Emergency in anticipation of severe weather moving through Alabama on Wednesday. The National Weather Service is forecasting a significant threat of severe weather to include destructive and long-track tornadoes, hail up to baseball size and damaging straight line winds for several counties.

The National Weather Service predicts that this long duration weather event could contain two or three waves of scattered storms. This statewide State of Emergency is effective as of Tuesday at 6:00 p.m.

“Alabama is no stranger to the impact severe weather can have on communities and the devastation that can occur when the weather takes a turn for the worse,” Governor Robert Bentley said. “I have issued a State of Emergency as a precautionary measure to ensure state resources are on standby and are ready to assist impacted communities should the need arise. I also want to encourage individuals to stay weather aware and have a method to receive the latest weather alerts.”

Governor Bentley also ordered the State Emergency Operations Center in Clanton activated to level three. This level of activation will allow AEMA staff to monitor the impact of the severe weather as it crosses the state. In addition, 50 National Guard soldiers will be activated for preparation and response operations.

“Based on the forecast and prediction of the National Weather Service Offices for Alabama, individuals should prepare for the potential of multiple rounds of severe weather tomorrow,” Alabama Emergency Management Agency Director, Art Faulkner said. “The Governor’s State of Emergency will enable all state agencies to be ready to carry out the State Emergency Operations Plan, if and when required.

The State of Emergency will be effective at 6:00 p.m. Tuesday evening and will remain in effect until the threat diminishes.

ALABASTER (Governor’s Office) – Governor Robert Bentley on Friday signed Executive Order 29 officially establishing the “65 by 2025 Initiative” while visiting the Alabama Department of Labor Alabaster Career Center. This initiative establishes an educational attainment goal of reaching 65 percent of Alabama’s workforce having a high-quality certificate, credential or degree by the year 2025. The new executive order outlines the process to reach the attainment goal.

“To ensure the success of every citizen, we must have interagency collaboration. As Governor, I recognized in order to achieve this mission, we must set forth a goal,” Governor Bentley said. “My 65 by 2025 initiative brings together education, industry and government agencies to develop a strategic plan that will recognize attainment gaps in various groups. The end goal is to provide the best training opportunity possible for students to obtain a skilled well-paying job.”

Through this Executive Order, the Alabama Workforce Council will appoint a subcommittee to develop and recommend a strategic plan to accomplish the 65 by 2025 initiative. The strategic plan will identify attainment gaps for low-income and minority residents, identify workforce needs, and adopt interim and long-term metrics that will be monitored and reported on annually.

“The Alabama Workforce Council is committed to initiatives that are designed to strengthen the state’s workforce development efforts and improve educational outcomes, ” Alabama Workforce Council Chair Zeke Smith said about the announcement. “I am excited about the efforts of the Alabama Workforce Council, our partners, and where we are headed – together – to transform our state’s workforce system and to improve the lives of millions of Alabama families for years to come.”

The subcommittee will deliver a report to the Governor by December 31, 2017.

WHEREAS, Alabama’s underground utility infrastructure is jeopardized by unintentional damage of those who fail to call 811 to have underground lines located prior to digging. Undesired consequences such as service interruption, damage to the environment, personal injury and even death are potential risks; and

WHEREAS, Alabama 811 and its 419 utility members promote the National Call-Before-You-Dig Number 811, in an effort to reduce these damages. Designated by the FCC in 2005, 811 provides potential excavators and homeowners a simple number to reach their local “one call center” to request utility line locations at the intended dig site; and

WHEREAS, through education of safe digging practices, excavators and homeowners can save time and money keeping Alabama safe and connected by making a simple call to 811 in advance of any digging project, waiting the required amount of time, respecting the marked lines by maintaining visual definition throughout the course of excavation and finally, digging with care around the marks; and

WHEREAS, safe digging is a shared responsibility; to know what is below and call 811 before you dig:

WHEREAS, phenylketonuria (PKU or Phenylalanine Hydroxylase Deficiency) is a rare, inherited metabolic disorder that is characterized by the inability of the body to process the essential amino acid phenylalanine and which causes intellectual disability and other neurological problems, such as memory loss and mood disorders, when treatment is not started within the first few weeks of life; and

WHEREAS, newborn screening for PKU was initiated in the United States in 1963 and was recommended for inclusion in State newborn screening programs under the Newborn Screening Saves Lives Act of 2007; and

WHEREAS, approximately 1 out of every 15,000 infants in the United States is born with PKU; and

WHEREAS, medical foods are medically necessary for children and adults living with PKU; and

WHEREAS, adults with PKU who discontinue treatment are at risk for serious medical issues such as depression, impulse control disorder, phobias, tremors, and pareses; and

WHEREAS, women with PKU must maintain strict metabolic control before and during pregnancy to prevent fetal damage; and

WHEREAS, children born from untreated mothers with PKU may have a condition known as “maternal phenylketonuria syndrome,” which can cause small brains, intellectual disabilities, birth defects of the heart, and low birth weights; and

WHEREAS, although there is no cure for PKU, lifelong treatment involving medical foods, medications, and restriction of phenylalanine intake can prevent progressive, irreversible brain damage; and

WHEREAS, access to health insurance coverage for medical food varies across the United States and the long-term costs associated with caring for untreated children and adults with PKU far exceed the cost of providing medical food treatment; and

WHEREAS, funding for PKU research is limited and federal funds are needed to continue research for new treatments for PKU, but scientists and researchers are hopeful that breakthroughs in PKU research will be forthcoming; and

WHEREAS, the establishment of the PKU Awareness Day will provide the opportunity to share experience and information with the public and media, in order to raise public awareness about PKU:

WHEREAS, strong family relationships constitute the foundation of our community; and

WHEREAS, alienating behaviors are frequently seen in high-conflict divorces, separations and asymmetrical custody arrangements but can occur in intact marriages; and

WHEREAS, Parental Alienation is a term used to describe any number of behaviors and attitudes on the part of one parent, both parents or third party designed to interfere, damage or destroy the relationship a child has with their other parent.  It’s a form of abuse that causes emotional trauma to children; and

WHEREAS, Parental Alienation deprives children of their right to freely love and be loved by both parents, their extended families and robs children of their sense of security; and

WHEREAS, we encourage all Alabamians to visit paawareness.com for information on raising awareness to stop Parental Alienation, and we call on community and state leaders to support shared parenting because of its benefits for children; and

WHEREAS, the recently published Diagnostic and Statistical Manual of Mental Disorders (DSM-5) made several references to the dysfunctional family dynamic of alienation to be a form of psychological child abuse; and

WHEREAS, approximately 40,000 children in the State of Alabama were subjected to child custody determinations in 2014; and

WHEREAS, Parental Alienation Prevention Week is intended to increase the knowledge and understanding of this problem to help Alabamians, institutions, the legal and mental health community and leaders to better identify and combat this abusive behavior to children; and

WHEREAS, National Work Zone Awareness Week was established December 15, 1999; and

WHEREAS, data shows within the 1,537 crashes in Highway Work Zones in 2016, there were approximately 14 fatalities and 645 injuries in Alabama; and

WHEREAS, work zone crashes and fatalities have decreased in Alabama and nationally since 2007; and

WHEREAS, nationally, 80 percent of people killed in work zones are drivers or passengers; and

WHEREAS, the primary reasons for work zone-related crashes include alcohol, speeding and distracted driving; and

WHEREAS, state agencies, road builders, contractors and local officials are joining together statewide to heighten awareness encouraging motorists to drive safely through work zones because drivers, passengers and highway workers all share the risk in work zones; and

WHEREAS, the 2017 campaign theme is “Work Zone Safety is in Your Hands”:

WHEREAS, mental illnesses, substance use disorders, and co-occurring disorders affect millions of individuals, as well as their concerned families and friends; and

WHEREAS, data reveals approximately 1 in 5 adults, or 43.8 million people, aged 19 and older in the United States experience mental illness, and 1 in 5 youth aged 13 to 18, or 21.4 percent experiences a serious mental illness in a given year; and

WHEREAS, data reveals approximately 21.6 million Americans aged 12 and older were classified with substance dependence or abuse; and

WHEREAS, approximately 7.9 million adults experience the coexistence of both a mental health and a substance use disorder, a condition that is known as having a co-occurring disorder; and

WHEREAS, this year marks the inaugural year of Alabama and the Alabama Department of Mental Health (ADMH), hosting a Workforce Development Forum in conjunction with the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), the Association for Addiction Professionals (NAADAC), and Auburn University at Montgomery (AUM), which seeks to increase the number of college and university students that choose to join these specialized disciplines; and

WHEREAS, it is critical to educate our students, communities, policymakers, friends and family members, health care providers and businesses that mental illnesses, substance use disorders, and co-occurring disorders are treatable and that people should seek assistance for these conditions with the same urgency as they would any other health condition; and

WHEREAS, by 2020, mental and substance use disorders will surpass all physical diseases as a major cause of disability worldwide; and

WHEREAS, this year’s Workforce Development Forum, emphasizes the need for the addiction and mental health field, as well as the recruitment of addiction professionals, to address the current opioid crisis, marijuana, alcohol, and other substance use and mental health disorders. The benefits of preventing and overcoming mental illnesses and/or substance use disorders are significant and valuable to individuals, families, and communities. Supportive individuals, systems, and communities are catalysts of societal change; and

WHEREAS, April 17, 2017 has been designated by the Alabama Department of Mental Health, as Inaugural Workforce Development Forum Day, with the host site, AUM, and satellite universities/affiliates throughout the state highlighting this valuable profession:

WHEREAS, providing support, representation and training to professionals within the healthcare industry, the American Health Information Management Association has taken leadership in this important area, seeking to improve the state of medical record-keeping through initiatives, training and awareness campaigns; and

WHEREAS, these professionals are charged with the responsibility for developing and maintaining accurate and efficient health record systems in hospitals, physician clinics, ambulatory care centers, long term care facilities, mental health clinics as well as managed care organizations, insurance companies, governmental agencies, and research and education centers; and

WHEREAS, the practice of medicine is a special calling, and those who have chosen the medical profession serve their communities with a reverence for human life and individual dignity; and

WHEREAS, physicians, from the specialist to the general practitioner to those who have served or are serving in the Armed Forces, engage in years of study and training, endure long and unpredictable hours, and often cope with the conflicting demands of work and family life in order to serve the needs of their communities; and

WHEREAS, there are nearly 17,000 physicians licensed to practice in the State of Alabama who serve millions of Alabama residents through private practice, in hospitals, in research and in other health care facilities; and

WHEREAS, each Alabama physician supports an average of 10 jobs – contributing to 83,095 jobs statewide – for an average $1.3 million in positive economic input and a total of $11.2 billion in economic impact statewide; and

WHEREAS, distracted driving is a risky behavior that diverts a person’s attention away from the primary task of driving and poses a danger to vehicle occupants and others such as pedestrians and bicyclists. Distracted driving activities include: texting, using a cell phone, eating and drinking, grooming, reading, watching a video or adjusting the radio; and

WHEREAS, distracted driving is a growing threat to safety on our roads, with the National Highway Traffic Safety Administration reporting that 3,477 people were killed and an estimated 391,000 injured nationwide in motor vehicle crashes involving distracted drivers in 2015, a 9 percent increase compared to the previous year; and

WHEREAS, 10 percent of fatal crashes, 15 percent of injury crashes and 14 percent of all police-reported motor vehicle traffic crashes in the United States in 2015 were reported as distraction-affected crashes; and

WHEREAS, 17,849 crashes and 90 fatal crashes reported in Alabama for 2016 involved some form of distraction, an increase from 2015; and

WHEREAS, texting while driving is illegal in Alabama and has become a problematic trend, especially among younger drivers. According to NHTS, cell phone use while driving is highest among drivers 16-24 years old, and female drivers 15 to 39 years old are most at-risk for being involved in a fatal crash involving a distracted driver; and

WHEREAS, the Alabama Department of Economic and Community Affairs, the Alabama Department of Transportation and the Alabama Law Enforcement Agency are partnering in the month of April as part of a national effort to increase awareness of the dangers of distracted driving:

WHEREAS, in Alabama, we have a long history of helping our neighbors in need. American Red Cross Month is a special time to recognize and thank our heroes – those Red Cross volunteers and donors who give of their time and resources to help community members; and

WHEREAS, these heroes help families find shelter after a home fire. They give blood to help trauma victims and cancer patients. They deliver comfort items to military members in the hospital. They use their lifesaving skills to save someone from a heart attack, drowning or choking. They enable children around the globe to be vaccinated against measles and rubella; and

WHEREAS, the American Red Cross depends on local heroes to deliver help and hope during a disaster. We applaud our heroes here in Alabama who give of themselves to assist their neighbors when they need a helping hand; and

WHEREAS, across the country and around the world, the American Red Cross responds to disasters big and small. In fact, every eight minutes the organization responds to a community disaster, providing shelter, food, emotional support and other necessities to those affected. It collects nearly 40 percent of the nation’s blood supply; provides 24-hour support to military members, veterans and their families; teaches millions of people lifesaving skills, such as lifeguarding and CPR; and through its Restoring Family Links program, connects family members separated by crisis, conflict or migration; and

WHEREAS, the month of March is dedicated to all those who support the American Red Cross mission to prevent and alleviate human suffering in the face of emergencies. Our community depends on the American Red Cross, which relies on donations of time, money and blood to fulfill its humanitarian mission. TUSKEGEE, Alabama — Governor Robert Bentley announced today that Leonardo, a global aerospace and defense firm, will create 750 jobs at an advanced assembly center at Tuskegee’s Moton Field if the company’s T-100 jet trainer wins a U.S. Air Force competition for a next-generation training aircraft.

Governor Bentley, Tuskegee University officials, Tuskegee Mayor Tony Haygood and community leaders joined executives of Leonardo at a ceremony at the airfield to announce plans for the Alabama manufacturing center. Moton Field, located off Exit 38 on Interstate 85, is home to the Tuskegee Airmen National Historic Site.

The Leonardo project in Tuskegee calls for the creation of 750 high-wage, full-time jobs over a 10-year ramp-up period, beginning in 2019. Total investment in the T-100 project’s buildings, infrastructure and equipment will exceed $200 million to $250 million.

“Leonardo’s project will have a massive economic impact in Macon County and across the region through the creation of high-paying jobs,” Governor Bentley said. “Moreover, these T-100 training aircraft — built at the site where the legendary Tuskegee Airmen trained during World War II — will prepare a new generation of fighter pilots whose mission is to keep our country safe.”

To establish its operation, Leonardo will lease a new facility to be built at Moton Field by a public-private partnership formed in Macon County. The Alabama workforce will perform structural sub-assembly, integration, final assembly, and conduct research and testing at the site. Aircraft deliveries will also take place there.

“Building the T-100 aircraft in Alabama will create American jobs while providing the Air Force with the world’s best trainer,” said Leonardo DRS CEO William J. Lynn, prime contractor for the T-100 team. “Future American military pilots can learn on the world’s most operationally proven, low-cost, low-risk integrated training system developed by a skilled U.S. workforce.”

Leonardo’s twin-engine T-100 is currently being used to train pilots around the world to fly next-generation fighter aircraft. The trainer, based on the company’s proven M-346 aircraft, has been selected for this role by Italy, Israel, Singapore, the United Arab Emirates and Poland.

Leonardo will be supported by Tampa, Florida-based CAE USA in the design and development of a comprehensive T-100 ground-based training system as part of the program. CAE has developed some of the most sophisticated simulation-based training systems in the world for fighter trainer aircraft, and it has been Leonardo’s partner on ground-based training systems for the M-346.

CAE already provides a comprehensive training program to U.S. Army fixed-wing pilots at a high-tech $70 million center that opened recently at the Dothan Regional Airport.

Honeywell Aerospace will provide the jet engines for the T-100 from its Arizona assembly plant.

If Leonardo prevails in the Air Force competition, the company will join a robust and expanding aerospace industry in Alabama. The state is home to more than 300 companies and organizations involved in a full range of activities including aircraft and component assembly, raw materials production, engineering, maintenance and repair, and flight training.

“Alabama has a long history of providing critical flight training for military aviators, and historic Moton Field is a perfect home for a facility where world-class training aircraft for U.S. fighter pilots are assembled,” said Greg Canfield, secretary of the Alabama Department of Commerce. “This is an ideal way to build on the important legacy of the Tuskegee Airmen.”

Tuskegee and Macon County officials said the project could act as powerful catalyst for growth.

“Tuskegee Institute was one of the very few American Institutions to own, develop, and control facilities for military flight instruction. Moton Field, named after Tuskegee University’s second president, was the Army Air Corps’ only primary flight training facility for African-American pilot cadets during World War II,” said school President Brian Johnson

The combat successes of these pilots, known as the “Red Tails,” led the way to the desegregation of the U.S. military in the late 1940s and provided a major spark for the Civil Rights movement.

“We look forward to supporting this effort that can lead to renewed vitality of Macon County and the City of Tuskegee,” Mayor Haygood said.

“The collective efforts of our community to commit to world-class economic development through the MCEDA has shown what we can do together,” added Mark Ennis, chairman of the Macon County Economic Development Authority.

“Leonardo and the T-100 project have been in the making for over two years. We stand side by side with them, ready to help them win and then build aircraft here in Macon County,” Ennis added. “This would be a generational game-changer for the future of our citizens.”

MONTGOMERY – Governor Robert Bentley, the Governor’s Office of Minority Affairs, and the Alabama Legislative Black Caucus hosted the first Alabama Historically Black Colleges and Universities (HBCU) Presidents’ Retreat on Wednesday at the Wynfield Estate.  The goal of the Retreat was to provide a forum for meaningful dialogue among HBCU presidents and Alabama legislators on securing the future of Alabama’s HBCUs.

Nationwide there are 105 HBCUs, but the State of Alabama ranks first with having the highest number of HBCUs.  The HBCUs in Alabama are: Alabama Agricultural and Mechanical University, Alabama State University, Bishop State Community College, Concordia College, Gadsden State Community College, H. Councill Trenholm State Community College, J.F. Drake State Community and Technical College, Lawson State Community College, Miles College, Oakwood University, Selma University, Shelton State Community College, Stillman College, Talladega College, and Tuskegee University.

At the Retreat, Governor Bentley affirmed his strong support for the HBCUs.

“HBCUs are a crucial component of the education landscape in Alabama. This retreat is just the starting point of continuing the conversations that took place and making sure HBCUs have the resources they need to continue their success moving forward,” Governor Bentley said. “Introducing programs like early childhood education to include birth through pre-k curriculum are just some of the ideas that have developed as a result of this retreat. I look forward to observing the progress of these institutions and the advancement of the fine young men and women pursuing their degrees.”

Director Nichelle Nix, of the Governor’s Office of Minority Affairs (GOMA), introduced GOMA’s HBCU Initiative, which will encompass a comprehensive strategy for education, advocacy, and strengthening the relationships between state industries and the HBCUs.

“Historically Black Colleges and Universities are a necessary and valuable resource in the world of higher education, producing highly qualified individuals who bring a unique perspective to any industry,” stated Director Nix, who is also a graduate of an HBCU. “It is incumbent upon us as leaders, especially in Alabama, to find ways to connect these diverse pools of talent with the top industries and largest companies in our state.”

Twelve of the 15 HBCU Presidents were present, along with several members of the Alabama Legislative Black Caucus.  Discussion topics included promoting the value of HBCUs, establishment of public-private partnerships, and inter-collegiate collaboration.

The Governor’s Office of Minority Affairs (GOMA) is a cabinet-level agency established in 2016 by Governor Bentley.  The mission of the office is to ensure the inclusion of minorities and women in the success and prosperity of the State.  With its focus on economic development, civil rights, education and health, GOMA is tasked with advising the Governor on issues affecting women and minority communities, and crafting policy recommendations and legislative solutions to those issues.  Alabama is only the second state in the nation to have an Office of Minority Affairs as a cabinet-level office.

MONTGOMERY – Governor Robert Bentley and The Baby Box Co., the company behind the global integrated program Baby Box University to improve family healthcare outcomes and reduce Sudden Unexpected Infant Death Syndrome (SUIDS), on Wednesday announced that Alabama will launch a statewide program where all expecting and new parents can receive a free Baby Box by completing online parenting education. In 2017, the program will distribute up to 60,000 Baby Boxes, ensuring that every expecting family in Alabama has access to this free resource regardless of socioeconomic background.

According to the Alabama Department of Public Health, in 2015 there were 8.3 deaths per 1,000 births in Alabama. Although this places Alabama above average on a national scale, there is a large discrepancy between the health care outcomes of African American and Caucasian babies. Approximately one third of the 59,651 babies born in Alabama last year were born to African-American mothers, with the infant mortality rate for African American babies at 13.9 per 1,000 live births, while it was 6.0 for Caucasians, representing a significant racial disparity statewide.

To combat infant mortality in Alabama and, in an effort to democratize access to quality perinatal education and baby supplies, Governor Bentley is launching a universal safe sleep program in partnership with The Baby Box Co., Alabama Rural Development Office, Alabama Department of Public Health and numerous network partners.

“The Baby Box program is essential to establishing a strong understanding of proper infant care during their most vulnerable time in life,” Governor Bentley said. “This statewide program encourages new and expecting parents, of all socioeconomic backgrounds, to take advantage of this free educational program, which can be the difference between life and death. We ultimately want to reduce the infant mortality rate in Alabama and assist families in raising happy, healthy babies.”

The Baby Boxes, which are made from a durable cardboard, can be used as a baby’s bed for the first months of life. While parents appreciate the Baby Boxes and quality care products included, it is the educational component and closer communication with local healthcare providers that is at the center of the Baby Box University distribution model. Families will be required to view their community’s online curriculum related to prenatal health, breastfeeding, safe sleep practices and newborn care before receiving a free Baby Box. In this way, the Baby Box University program model pays its ultimate homage to the Finnish tradition, which is committed not just to universal product distribution, but to supporting families with access to healthcare and education.

“We are excited to be one of the first states to offer this program statewide to provide families with the tools and education to give their babies a healthy start in life,” Director of Alabama Rural Development Office Ron Sparks said. “The ultimate goal of the program is to save babies’ lives.”

The use of Baby Boxes has been credited with helping Finland achieve one of the world’s lowest infant mortality rates. MONTGOMERY—Governor Robert Bentley on Tuesday toured the Airbus U.S. Manufacturing Facility in Mobile, met some of the production team members and received an update on the projected production rate. By 2018, the Alabama manufacturing facility is expected to produce 40 to 50 A320 family aircraft per year, supporting around 1,000 jobs. Airbus has delivered 23 aircraft thus far, which includes the following: 15 American Airlines, 4 Delta Air Lines, 3 Spirit Airlines, and 1 JetBlue Airways.

“Airbus’ Alabama manufacturing facility is producing more than planes — it’s also producing new opportunities that are enriching the lives of the company’s workforce, and benefiting their families and their communities,” Governor Robert Bentley said. “Alabama has an extensive history in aerospace which is richly diverse. Today I was honored to meet the men women who are dedicated to helping shape Alabama’s aerospace future.”

The facility currently houses more than 360 employees, many with ties to Alabama: 57% are Mobile-area natives, and several are from the Gulf coast area including Mississippi and Florida. Approximately 30% are military veterans.

“Airbus was pleased to host Governor Bentley at our A320 Family production facility today, and to show him the state-of-the-art facility we have established in South Alabama,” said Guy Hicks, Vice President-Government Affairs for Airbus Americas. “We are proud to be a part of the manufacturing community growing quickly in the state. For more than a decade, the State of Alabama has worked hand-in-hand with Airbus, and together we are designing, engineering, building and maintaining some of the greatest aircraft in the world.”

AIDT’s mission is to provide quality workforce development for Alabama’s new and expanding businesses, and has been a valuable partner and supporter of Airbus throughout the recruitment and training journey. In addition to pre-employment training and recruitment, AIDT also conducts ongoing post-employment training for Airbus employees at the $6 million, 35,000-square-foot training facility at the Mobile Aeroplex at Brookley.

“AIDT’s role can’t be overstated,” Secretary of the Alabama Department of Commerce Greg Canfield said. “AIDT was a key component of the decision that led Airbus to Alabama in the first place.”

Aircraft assembly began in Mobile in July 2015, and the first aircraft was delivered in April 2016. The Airbus complex represents a $600 million investment.

MONTGOMERY (Governor’s Office) – Governor Robert Bentley on Friday approved an Appalachian Regional Commission (ARC) grant for the City of Moundville. The grant, totaling over $125,000 will be used to upgrade Moundville’s waterline.

The investment of these grant funds will allow for the City of Moundville to upgrade their water system infrastructure in the northeastern portion of the city. The project will include the installation of 600 linear feet (L.F.) of 6-inch ductile waterline, 2100 L.F. of 2-inch PVC waterline and 35 service connectors enhancing water access to Moundville residents. In addition, these upgrades will allow for the installation of a new fire hydrant on County Line Road.

“ARC grant funds are the lifeblood of many projects in several of Alabama’s rural counties and it’s because of this funding source that numerous Alabamians experience a greater quality of life,” Governor Bentley said. “I am proud of the partnership Alabama has shared with ARC and the investments they have made in rural cities like Moundville. I hope to continue Alabama’s strong partnership with ARC and for investments to continue to be made in our rural communities.”

Funding for ARC grants are made available annually by appropriations from Congress. The Alabama Department of Economic and Community Affairs (ADECA) is responsible for the administrative functions of the ARC in Alabama. The ARC is a regional economic development agency that was established by an act of Congress in 1965 to create a partnership between the federal, state, and local government.

“ARC programs have through the years tremendously impacted so many Alabama communities and regions in the way of infrastructure improvements, education and economic opportunities,” ADECA Director Jim Byard, Jr. said “I am extremely proud of our partnership with ARC and the benefits this program is making for residents in Moundville, and has made to numerous other communities during the last 50 years.”

37 rural counties in Alabama fall under the ARC footprint.

“I appreciate the time and attention HHS Secretary Price has afforded me, and the state of Alabama related to our potential concerns with the American Health Care Act. After a productive discussion with Secretary Price I have been given steady assurances that Alabama, a state that stood strong and chose not to expand Medicaid, will be given much needed flexibility to adjust to and accommodate any changes in the Repeal and Replacement of the ACA.

I believe, given those assurances, that as Governor, I can lend my support for this important piece of legislation.

We’ve worked many weeks leading discussions with fellow non-expansion governors and with the Trump Administration to address Alabama’s concerns. WASHINGTON, D.C. – Governor Robert Bentley on Monday is in Washington, D.C. along with Cabinet leaders and Alabama Legislative Leadership days before the U.S. House is expected to take up a vote on the American Health Care Act. The team will have several meetings Monday with Health and Human Services Secretary Tom Price and key Congressional leaders to address concerns about the anticipated Repeal and Replacement of the Affordable Care Act and the potential adverse effect of any changes on Alabama’s Medicaid System.

The two day mission follows a series of meetings Governor Bentley has held with non-expansion state governors, the Alabama Republican Party Executive Committee, as well as multiple meetings with Republican Governors to address states’ concerns with a Repeal and Replacement of the ACA.

“As a Physician and as Alabama’s Governor, I have stood in opposition to the Affordable Care Act from day one. It’s not about health care of patients, and it’s certainly anything but affordable, ” said Governor Bentley. “Alabama stood strong against the expansion of Medicaid because we simply cannot afford it. Now that a Repeal of the ACA appears imminent, we want to insure Alabama’s Medicaid system will be supported, and states given broad flexibility in any efforts to replace this unworkable and expensive law. We want to insure Alabama’s needs are known and clearly understood before a vote takes place.”

Governor Bentley is joined on the two-day mission by Alabama Speaker of the House Mac McCutcheon, Senator Greg Reed, Senator Tripp Pittman and Alabama Medicaid Commissoner Stephanie Azar.

On Tuesday the team is schedule to hold meetings with key White House administrators as well as the Alabama Congressional delegation.

“We have a strong Alabama team in Congress, and we have stayed in close contact throughout the effort to pass a new healthcare law. One size does not fit all when it comes to sovereign states and their needs. I am confident our Alabama delegation will always do what’s in the best interest of our people.”

Governor Bentley and the team are expected to return Tuesday evening.

MONTGOMERY – Governor Robert Bentley on Tuesday announced the 65 by 2025 initiative to better prepare Alabamians for current and future jobs. The new attainment goal initiative was announced during the Alabama Workforce Council meeting. The goal of the initiative is to have 65 percent of Alabamians attain some type of post-secondary education either through a certificate of value, credential or degree.

“Our citizens, now more than ever, need to have post-secondary education to be competitive in the workforce. The 65 by 2025 initiative will unify state agencies, education institutions, businesses and industries to share a common goal of increasing Alabama’s post-secondary attainment rate,” Governor Bentley said. “It is important that every person who wants a job have an opportunity to get a job, but it is equally essential that each person is properly trained. Alabama has been successful in attracting businesses because of our trained and highly-skilled workforce, and I want to see that trend continue.”

A study by the Georgetown Public Policy Institute, Center on Education and the Workforce shows that within the next five to ten years, more than half of the jobs in Alabama will require education and skills beyond a traditional high school diploma. According to the Lumina Foundation’s most recent study, Alabama’s post-secondary attainment rate for residents between the ages of 25 and 64 is currently 36.7 percent.

“Often, it’s the lack of a degree or a particular certification that prevents someone from obtaining their dream job,” Secretary of the Alabama Department of Labor Fitzgerald Washington said.  “This initiative has the potential to remove that barrier for so many Alabamians.  It can unlock opportunities that were previously denied, and allow workers to better provide for themselves and their families.”

According to the Alabama Department of Labor, occupations requiring post-secondary education are projected to grow faster than average at 10.4 percent. The study from Georgetown Center on Education and the Workforce also shows that by 2020, 65 percent of jobs in the nation will require post-secondary education. The 65 by 2025 Initiative will help in closing the education gap among the older population, lower income citizens, African Americans, Hispanics, Native Americans and incarcerated individuals.

MONTGOMERY (Governor’s Office) — Governor Robert Bentley is honored to continue to lend his support to raising awareness of rare diseases, by welcoming a group of cyclists riding in support of the creation of a Rare Disease Advisory Council in Alabama.

The cyclists started pedaling from Cahaba Cycles in Pelham at 3 a.m. Tuesday and concluded their ride at the State Capitol. They met with rare disease advocates to discuss how the Rare Disease Advisory Council can aid economic development efforts in addition to the benefits of greater collaboration among those affected by rare diseases.

“It is an honor to help raise awareness to diseases that affect nearly 30 million Americans,” Governor Bentley said. “There are almost 7,000 rare diseases which have serious and debilitating conditions and a significant impact on the lives of those affected. I hope that our efforts will help increase the research into these diseases and will one day lead to cures.”

State Representative April Weaver, chair of the House Health Committee, introduced a resolution on February 27th to create a Rare Disease Advisory Council in Alabama. She hopes to make Alabama one of a handful of states with a group dedicated to helping state leaders better understand and address the needs of rare disease communities.

“It is estimated that 10% of Alabama citizens are directly impacted by rare disease,” Representative Weaver said. “The goal of the Rare Disease Advisory Council is to bring everyone together to complement efforts already underway and spur new collaborations that will lead to more cures in the future.”

The resolution would house the Advisory Council within the School of Medicine of the University of Alabama at Birmingham and charges the Advisory Council with advising the Governor and the Legislature on research, diagnosis, treatment, and education relating to rare diseases.

Birmingham-based Hope for Gabe Foundation, founded by Scott Griffin whose son was diagnosed with a rare and devastating form of Muscular Dystrophy called Duchenne, organized the ride in the same style as their annual Ride4Gabe.

WHEREAS, Sudden Unexplained Death in Childhood (SUDC) is the sudden and unexpected death of a child over the age of 12 months which remains unexplained after a thorough case investigation is conducted, including performance of a complete autopsy, examination of the death scene, and review of the child’s medical history; and

WHEREAS, each year, there are more than 4,600 sudden unexpected infant deaths and over 200 children between the ages of 1 and 4 who die without any clear cause or explanation; and

WHEREAS, while less common than Sudden Infant Death Syndrome (SIDS), which occurs before the first birthday, SUDC is an important health concern deserving of increased public awareness and research; and

WHEREAS, at the present time, there is no way to prevent SUDC as its cause(s) is not known. It is hoped that future research will identify means by which SUDC can be prevented. If and when risk factors are identified, such as prone sleep position for SIDS, then one might anticipate reduction in the risk of SUDC; and

WHEREAS, we recognize the dedicated efforts of organizations such as the SUDC Foundation, medical professionals, and volunteers that are working to better understand the causes of sudden unexplained death, improve the health of infants and children, and provide much needed hope and support for those families grieving the heartbreaking sudden unexplained death of a child; and

WHEREAS, Sudden Unexplained Death in Childhood Awareness Month provides an opportunity to honor the memory of the young lives that ended too soon, show encouragement and support for the families and loved ones forever devastated by their loss, and increase public awareness of SUDC and the ongoing search for answers:

WHEREAS, Neuromyelitis Optica (NMO) is a rare autoimmune disorder in which the immune system cells and antibodies primarily attack the optic nerves and spinal cord; and

WHEREAS, NMO causes damage to the optic nerves and spinal cord which can lead to inflammation, pain, loss of vision, weakness, paralysis in the legs and arms, loss of sensation, and problems with bladder and bowel function; and

WHEREAS, NMO is more common in women than men by 80 percent, and occurs in all parts of the world; and

WHEREAS, NMO can occur at any age in children as young as 3 and adults as old as 90, and is most common between the ages of 40-50; and

WHEREAS, early diagnosis of NMO is critical, and if untreated can lead to devastating and irreversible effects, and while there is no cure for NMO, with early detection, individuals diagnosed can receive medical attention; and

WHEREAS, it is important to improve public awareness of NMO so it can be diagnosed at the earliest stage possible and proper treatment can begin:

WHEREAS, the Campaign to Change Direction was designed to promote national public awareness of mental health; and

WHEREAS, through the promotion of these five signs: change in personality, agitation, withdrawal, poor self-care and hopelessness, mental health can be found; and

WHEREAS, veterans, elderly, young adults and adolescents are specifically targeted; and

WHEREAS, through the Alabama Department of Mental Health, over 3,000 individuals are served annually in the state-operated facilities and over 100,000 individuals receive services in certified community-based programs; and

WHEREAS, serious mental illnesses, such as major depression, bipolar disorder, schizophrenia, obsessive-compulsive disorder, severe anxiety disorders, borderline personality disorder and post-traumatic stress disorders, affect one in every four people; and

WHEREAS, serious mental illnesses have been scientifically proven to be highly treatable illnesses of the brain; and

WHEREAS, misunderstandings exist about many mental illnesses and our social culture strongly imposes a stigma upon them; and

WHEREAS, the Alabama Department of Mental Health promotes recovery-based services and involves all stakeholders in setting and prioritizing service goals designed to meet the needs of the citizens that they serve; and

WHEREAS, the year 2017 marks the 100th anniversary since Girl Scouts started participating in what would evolve into the largest entrepreneurial training program for girls in the world: the Girl Scout Cookie Program; and

WHEREAS, the first known sale of cookies by Girl Scouts occurred in 1917, when the Mistletoe Troop in Muskogee, Oklahoma, baked cookies and sold them in its high school cafeteria as a service project; and

WHEREAS, from humble beginnings as a way for Girl Scout troops to finance activities, the Girl Scout Cookie Program has evolved into the most powerful and successful financial literacy tool in the world for girls; and

WHEREAS, the Girl Scout Cookie Program teaches five essential skills—goal setting, decision making, money management, people skills, and business ethics; and

WHEREAS, in keeping with the fast-pace of the modern world, and the Girl Scout Mission to provide girls with learning opportunities for the future, Girl Scouts launched Digital Cookie, adding a digital layer to the iconic Girl Scout cookie program that teaches vital 21st century business skills, including e-marketing, digital money management, online dashboard usage, and ecommerce; and

WHEREAS, endometriosis is a debilitating disease that affects 6.3 million women and girls in the United States and 176 million worldwide; and

WHEREAS, endometriosis can be seen in girls as young as eight years old; and

WHEREAS, many women go undiagnosed for approximately seven years before ever knowing they have the disease; and

WHEREAS, fifty percent of women with endometriosis visit at least five providers before receiving a diagnosis and/or referral; and

WHEREAS, endometriosis is life altering and it can prevent women and girls from going to school, working, and attending social functions; and

WHEREAS, there is no cure for endometriosis, and diagnosis is through a laparoscopy; and

WHEREAS, The Endometriosis Association estimates there are 96,500 girls, teenagers and women who currently suffer from endometriosis in the state of Alabama:

WHEREAS, in 1998, Dental Lifeline Network Alabama and the Alabama Dental Association established the Donated Dental Services (DDS) Program; and

WHEREAS, through the DDS Program, dentists and dental laboratories donate comprehensive treatment for people with disabilities or who are elderly or medically fragile and who cannot afford dental care; and

WHEREAS, 252 dentists and 75 dental labs volunteer for the DDS Program, and they have treated over 2,000 people with disabilities or who are elderly or medically fragile with seriously neglected dental problems throughout Alabama since the DDS Program’s inception; and

WHEREAS, the Alabama DDS Program recently surpassed a landmark milestone of supplying $5 million in donated dental services through the generosity and benevolence of dentists and laboratories throughout the state of Alabama, and nationally the DDS Program has provided more than $350 million in donated dental services; and

WHEREAS, the strength and success of the state of Alabama, the vitality of our communities, and the effectiveness of society depend, in great measure, upon concerned and devoted programs as exemplified by the Alabama Donated Dental Services (DDS) Program; and

WHEREAS, in recognition, the Alabama Dental Association, Dental Lifeline Network Alabama and the hundreds of DDS volunteer dentists and dental laboratories who have provided more than $5 million in donated dental care to these vulnerable people in Alabama who would not otherwise receive comprehensive dental treatment are commended for their service. WHEREAS, CRNAs are the primary providers of anesthesia care in rural America, enabling healthcare facilities in these medically underserved areas to offer obstetrical, surgical, and trauma stabilization services. In some states, CRNAs are the sole providers in nearly 100 percent of the rural hospitals; and

WHEREAS, CRNAs practice in every setting in which anesthesia is delivered: traditional hospital surgical suites and obstetrical delivery rooms; the offices of dentists, podiatrists, ophthalmologists, and plastic surgeons; ambulatory surgical centers; U.S. Military and Public Health Services and Veterans Administration medical facilities; and

Proclamation

By the Governor of Alabama

WHEREAS, National Board Certification is an advanced teaching credential achieved upon completion of a voluntary and rigorous assessment program designed to recognize effective and accomplished teachers who meet high standards based on what teachers should know and be able to do; and

WHEREAS, National Board Certified Teachers are nationally recognized as being among the best teachers in the profession; and

WHEREAS, research shows that the students of Board-certified teachers outperform their peers in other classrooms on achievement tests, and that schools and districts with a high concentration of NBCT’s see marked improvements in school culture, collaboration and teacher retention; and

WHEREAS, to date, the state of Alabama has more than 2,300 teachers who have obtained Board Certification; and

WHEREAS, the state of Alabama ranks 15th in the Nation for the total number of Board Certified teachers:

NOW, THEREFORE, I, Robert Bentley, Governor of Alabama, do hereby proclaim March 6th through March 10th, 2017, as

Alabama National Board Certified Teacher Week

in the State of Alabama.
