Governor Robert Bentley appointed Julie Prendergast Magee, former vice-president of the Mobile-based InsTrust Insurance Group, to the post of State Revenue Commissioner, effective January 18, 2011. Mrs. Magee’s career, spanning over 20 years in the business community, largely focused on competitive sales and market expansion in the insurance industry.

As state revenue commissioner, Commissioner Magee is responsible for the operation and management of the Alabama Department of Revenue. In addition to the administration, collection and enforcement of over 50 state taxes and fees, with annual collections exceeding $8 billion, the commissioner is also, by law, the Ex-Officio Land Commissioner. As Ex-Officio Land Commissioner, the commissioner must oversee the sales of all property acquired and sold by the state for delinquent property taxes. By law, the Commissioner of Revenue also serves on the State Records Commission, the Alabama Education Authority, the Alabama Public School Corporation, the Enterprise Zone Advisory Council, the State Industrial Development Authority, and the Alabama Commerce Commission. The appointment, term of office, and qualifications of State Revenue Commissioner are detailed in §40-2-41, Code of Alabama, 1975.

Since her appointment, Commissioner Magee has been tapped to work with several significant organizations, including the BP Alabama Task Force, the Alabama Coastal Development Commission (ACDC), the Affordable Homeowners Insurance Commission (AHIC), the Forest Recovery Task Force, the Geographic Information System (GIS) Executive Board, the Mandatory Liability Advisory Council, the Attorney General’s Special Prosecutions Alliance, and the Integrated State Law Enforcement Task Force.

In 2012, she was elected to serve on the Federation of Tax Administrators’ (FTA) Board of Trustees. The FTA, organized in 1937, serves the principal tax collection agencies of the 50 states, the District of Columbia, and the City of New York. Its work is directed and governed by an 18-member board of trustees, composed of tax administrators representing all regions of the country. Mrs. Magee’s two-year term will run through June 2014.

In July 2013, she was elected chair of the Multistate Tax Commission (MTC), marking the first time Alabama has held this top leadership role and distinction in the MTC. Prior to her appointment as chair, she served as vice-chair and treasurer of the MTC. The Multistate Tax Commission is an intergovernmental state tax organization that works on behalf of states aiding in the administration of tax laws that apply to multistate and multinational enterprises.

Also in July 2013, she was named president of the Southeastern Association of Tax Administrators (SEATA), succeeding South Carolina Director of Revenue William M. Blume, Jr. Mrs. Magee’s term as president will run through July 2014. SEATA is a professional organization of tax administrators in the southeastern states. This group promotes fair, equitable, and efficient means of tax administration. The SEATA member states are Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia.

A resident of Mobile, Alabama, Mrs. Magee received a B.A. degree from the University of South Alabama in 1991. Mrs. Magee is married to Don Magee, and they have one daughter, Meredith.
